Panel advances revised demolition delay ordinance
Watertown's Committee on Economic Development and Planning voted unanimously to send a revised demolition delay ordinance to the City Council for a first reading.
Economic Development · Meeting of September 15, 2026
Watertown's Committee on Economic Development and Planning voted unanimously to send a revised demolition delay ordinance to the City Council for a first reading. Chair John Gannon, Vice Chair Vincent Piccarelli and Secretary Lisa Feltner acted after a fourth meeting in 18 months on the rewrite, which began in January 2025. The draft exempts routine maintenance, including windows, siding and gutters, from triggering review, and lets the Historical Commission set violation penalties of "up to three years" instead of an automatic three-year delay.
Historical Commission Chair Elise Lucas objected that exempting city-owned buildings sends a message that "affordable housing is more important than the Brown House." Resident Rita Calafella argued the opposite, saying municipal exemptions would control costs "passed on to the property tax person." The panel also voted to review removing 6 Riverside Street, the 1820 Converse Francis House, from a zoning overlay that currently exempts it from review.
